Budget Fails to Provide for Weakest Among Us, Say Walter

Assemblyman Ray Walter gives passionate speech during budget debates.

Assemblyman Ray Walter (R,C,I-Amherst) recently cast his vote on the 2013-14 budget, marking the passage of an early budget for the second year in a row.  Walter expressed both satisfaction and disappointment in this year’s budget, voting yes on some budget bills and amendments, and no on others. He also noted that while this budget does accomplish much, there are still many battles to be fought over the next few months.

“Western New Yorkers need to see real tax relief and despite some positive provisions, the overall tax burden on our hardworking taxpayers and job creators will increase significantly," said Walter.   "New York’s reputation as being hostile and regressive to small business is being cemented in the various tax increases hidden within the budget. The fact that this budget extends the energy tax that will cost middle-class families and small businesses $1.7 billion over the next three years essentially negates the middle class tax break extensions we have worked in.

“My Western New York colleagues and I, however, are pleased to say that we have approved significant funds for the University at Buffalo and the Buffalo Bills to ensure that they will continue to have a significant presence in our economy and our community. We were also able to secure an increase in funding to our state’s libraries and to repair our crumbling roads and bridges, while we continue to reduce the share of Medicaid payments that fall on  the backs of county governments."

Walter also had the opportunity to offer up a budget amendment to merge the Thruway Authority with the Department of Transportation, which would save the taxpayers of Western New York millions of dollars and rid the state of unnecessary and overlapping bureaucracy and red tape.
